The INFORM Subnational Risk Model for Bosnia and Herzegovina (INFORM-BiH) provides a comprehensive assessment of climate and disaster risks across the country using a standardized methodology and a robust set of indicators. It identifies which locations in Bosnia and Herzegovina are at risk of adverse climate and disaster impacts and which factors contribute to those risks, thus enabling more informed decision-making regarding resource allocation and risk management.

The model was developed by the United Nations University – Institute for Environment and Human Security (UNU-EHS) under the project Risk Mapping and Development of Sustainable, Nature-Based Solutions for Natural Hazard Management in Bosnia and Herzegovina (SAFER-BiH). This project (Grant Agreement: 81320324) is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and is supported by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

The INFORM-BiH assesses risk at the municipal level, covering all 143 municipalities of Bosnia and Herzegovina across the three entities: the Federation of Bosnia and Herzegovina, Republika Srpska, and the Brčko District. By providing comparable risk information across administrative boundaries, the model enables the identification of areas most at risk and supports the prioritization of interventions and investments aimed at reducing disaster risk and enhancing resilience.

The model is based on the INFORM risk framework, which conceptualizes risk through three dimensions: Hazards & Exposure, Vulnerability, and Lack of Coping Capacity. Drawing on 43 indicators from publicly available national and subnational datasets, these dimensions are aggregated into a composite risk index ranging from 0 (lowest risk) to 10 (highest risk). In addition to identifying hazard and exposure hotspots, the model provides insights into the factors that contribute to vulnerability and limited coping capacities.

Beyond its immediate application in Bosnia and Herzegovina, INFORM-BiH demonstrates the value of subnational risk assessments in supporting transparent, comparable, and evidence-based decision-making across complex governance structures. The model therefore represents an important step towards strengthening risk governance and promoting risk-informed development pathways in Bosnia and Herzegovina, and Southeast Europe.
