5th JRC ECML Workshop: Situation Awareness & Incident Management (SAIM) ICT Systems

16th - 18th June 2014 Ispra, Italy

The 5th JRC ECML workshop on situation awareness and incident management systems will take place in the European Crisis Management Laboratory (ECML) of the European Commission Joint Research Centre in Ispra, Italy, on 16-18 June 2014. The purpose is the presentation, demonstration, and exploration of software suites for crisis management.

The outcomes of the 1st JRC ECML workshop show that dedicated software solutions have to be available to crisis managers to deal with the huge amount of data streaming to situation monitoring centres and crisis management headquarters.

Goals

  • Presentations of SAIM ICT systems for crisis room operation
  • Demonstration showing systems' support of tasks at hand based on outcomes of 1st JRC ECML workshop
  • Key variables: checklists of supported tasks, collaborative assessment discussion

Requested Functionalities

A technology gap was identified in the 1st JRC ECML workshop on mobile interoperability for international field deployment.This has to be addressed by ICT systems that support(some) of the following tasks at hand in crisis rooms:

  • Dealing with ever - changing incoming information
  • Support of exchange formats(EDXL, CAP, WMS, KML, …)
  • Adding, deleting, masking, tagging, consolidating, associating, and abstracting of information pieces
  • Collaborative analysis of information
  • Inclusion of paper - based info in the SitAware systems
  • Situational Report(SitRep) production
  • Planning support for drafting action plans
  • Communication needs(e.g., validation of information, requests for support, informing the public).
  • Preparation of printed documentation/ backup material
  • Sharing, presentation, and briefing on situational picture
