About

INFORM is a multi-stakeholder forum for developing shared, quantitative analysis relevant to humanitarian crises and disasters.

Shared Analysis for Better Decisions

INFORM is the first global, objective, and transparent tool for understanding the risk of humanitarian crises. We believe that shared analysis leads to better coordination and superior outcomes for at-risk and affected people. To ensure this evidence base is a universal public good, INFORM is open-source.

INFORM creates a space for shared analysis that is co-designed by the organizations that use it. This collaborative process supports joint strategy and action across the entire disaster management cycle—from preventing and adapting to long-term risks, to preparing for and responding to emerging threats, and recovering more effectively from crises. By bringing together development, humanitarian, and other actors, INFORM ensures they can manage risk and respond better when crises do occur. Since 2014, our suite has evolved from the original INFORM Risk index into a suite of tools, including INFORM Severity (2020) and INFORM Climate Change (2022), fulfilling the vision with the 2026 launch of INFORM Warning.

INFORM is a multi-stakeholder collaboration coordinated by the UNDP Crisis Bureau (as of January 2026), with scientific leadership provided by the European Commission Joint Research Centre (JRC). Our network brings together the entire multilateral system, including:

  • Humanitarian & Development Agencies
  • Intergovernmental Organizations
  • Donor Governments
  • Technical & Academic Partners
