INFORM is a multi-stakeholder forum for developing shared, quantitative analysis to support humanitarian and development action. We bring together the multilateral system—including donors, technical partners, and implementing agencies—to establish a common evidence base for crisis risk that is global, open, transparent, reliable, and flexible.

 

Initiated in 2014 through the IASC and the European Commission, INFORM has evolved into a global informal partnership guided by a Steering Group of founding organizations. In January 2026, the UNDP Crisis Bureau assumed the role of overall coordinator, succeeding UNOCHA. Throughout this journey, the European Commission Joint Research Centre (JRC) has remained the consistent scientific lead, ensuring all INFORM methodologies maintain the highest technical standards.


In 2017, INFORM partners developed a strategy to develop a suite of products, methodologies and services that support decision-making on crises, organised by the time-frame of the decision they support, from long-term climate adaptation and disaster prevention to real-time preparedness, early warning, and emergency response. By providing shared methodologies, we support applications at both the global and subnational levels to ensure data leads to effective, coordinated action.

INFORM Risk Index

The INFORM Risk Index is a global, open-source risk assessment for humanitarian crises and disasters. It can support decisions about prevention, preparedness and response.

INFORM Warning

The INFORM Warning (in development) intends to support decisions around preparedness, early warning and early action. It will be complementary to other INFORM products and is intended to pool resources and expertise to deliver shared analysis available to everyone.

INFORM Severity Index

The INFORM Severity Index is an improved way to objectively measure and compare the severity of humanitarian crises and disasters globally. It can help us develop a shared understanding of crisis severity and ensure all those affected get the help they need.

INFORM Climate Change

INFORM Climate Change Risk Index is an upgrade of INFORM Risk Index. It includes climate and socio-economic projections. The results are intended to inform policy choices across climate mitigation, climate adaptation, disaster risk reduction, sustainable development and humanitarian assistance.
